Would you mind helping me why you think this is needed for ca-certificates package? 
I don't see a single C/C++ file being installed. The only executable from /usr/sbin/ is a shell script.

Again thanks for being nice, I just assumed it was its own binary.  I'll mark this duplicate of c_rehash since that's what it calls (although as I see in that bug, it is in fact another wrapper.  We'll deal with that there).
