preliminary ebuild for PyQtWebEngine

With the advent of Qt-5.12.1 there should be a package
dev-python/PyQtWebEngine since this has been unbundled from PyQt5 in versions
>=5.12

As a first step, I have downloaded
https://www.riverbankcomputing.com/static/Downloads/PyQtWebEngine/PyQtWebEngine_gpl-5.12.1.dev1902101122.tar.gz

renamed it to PyQtWebEngine-5.12.1_rc1.tar.gz which I've copied to
/usr/portage/distfiles.

Now, the attached ebuild worked.

Please consider to provide an official version of it.
