This works:

FEATURES=-usersandbox emerge -1 =app-arch/tar-1.31-r1

But this fails:

FEATURES=usersandbox emerge -1 =app-arch/tar-1.31-r1

Btw. same problem with tar-1.31 and tar-1.30.
It worked well with app-arch/tar-1.29-r3, so as a quick fix you can bring that back to the portage tree.
