Vote by council@ happened on 2020-12-13 (sorry, no meeting summaries yet): https://projects.gentoo.org/council/meeting-logs/20201213.txt Specific Motion: "Shut down OTW (i.e. make unaccessible and wipe the database if possible later) with a deadline of 2020-12-31. There is the option of re-creating a new blank off-topic forum from scratch, with stricter rules." motion passed with 6 yes votes and 1 abstention.
