CONFIG_PROTECT protects files in a directory from overwriting, I now
request an option for protecting directories from writing at all.

You could use this to protect my htdocs directory for example. An apache
update would then not write the sample web page files into my live web server
data directory. (see bug 55803)

Bouncing back to apache as it should be a USE flag to install the sample pages or they should be installed somewhere else.

There isn't much chance at getting features added to portage when they only make sense to be used with one or two packages, especially if the package is able to take care of the problem itself.
