Yes, the rust symlink is set, but not the cargo one, e.g /usr/bin/cargo is missing because after rust{,-bin}-1.30.1 update, dev-util/cargo was unmerged. But when you run "eselect rust set ..." again and enable >=rust-1.30.1, the eselect module will also (re-)create the cargo symlink. See the bug I mentioned for more details.
