For bug 660410, the default rsync repository configuration requires hardlink support, so people using filesystems that don't allow hardlinks (like overlayfs) will need adjust repos.conf as noted here: https://gitweb.gentoo.org/data/gentoo-news.git/tree/2018-07-11-portage-sync-allow-hardlinks/2018-07-11-portage-sync-allow-hardlinks.en.txt
