systemd fixes

Please consider applying the attached patch to fix a couple of issues with systemd support in net-misc/chrony.

The patch may be applied using git am, or I can push it myself with a maintainer blessing.

If you find that it works, go ahead. I was going to update the live ebuild with the 3.4 changes but I will postpone it until you're done.
