so whats the bug ?
you're running on an x86 so the package wont install ... thats whe way its 
supposed to be.

if your bug is 'only x86 ebuilds should be rsync-ed into my local portage 
database' then i'm pretty sure that the answer is 'too bad, thats what the 
KEYWORDS variable is for'

While this was not a 'bug' per-se, I hadnt a clue where to report it. And, as I
have never encountered a ppc package in my current setup I felt that maybe it
should be known and/or moved to it's proper place.

Please provide an address to report such things if, in the future, you'd like it
to be known.

heh, can you not take a joke ?

there are ppc-only packages in portage, just as there are pleeeeeeeenty of x86-
only packages

the ppc-only packages get masked while on an x86 so as to prevent users from 
randomly installing them.  in your case, you explicitly specified the ebuild so 
emerge had no choice but to try
