The kubelet and other kubernetes-related packages have only rc service files.  There are no systemd service files included in the package.

e.g. https://github.com/kubernetes/contrib/blob/master/init/systemd/kubelet.service

The official documentation, for example, shows a way to add the kubelet.service file from https://github.com/kubernetes/kubernetes/tree/master/build/debs.

I added it to kubelet-1.13.3
