Works with -9999 and release versions

New plugin for opencpn, works with rtlsdr

- VHF channels
- FM radio channel
- aisdecoder (rtl_ais or rtl_fm | aisdecoder )
- adsb decoder

I would like to add that I am willing to be the proxy maintainer for this package and it's dependencies

Thank you for your contribution. I had a short look on the ebuild. 
Here a few ideas:

* Please test the ebuild with repoman full -x https://wiki.gentoo.org/wiki/Repoman
* We always try to use the latest EAPI, please bump to EAPI=7
* KEYWORDS should be just ~amd64 and ~x86 for a start, if you know it is running on these two.
* there should be no variable in HOMEPAGE="https://github.com/seandepagnier/${MY_PN}"

The current repoman available will not recognise EAPI=7 , so I'll wait for submiting this one myself.

I am using it on arm

More when I come back to a more online location.
