I was unable to emerge media-video/vlc-3.0.9999 due to errors:

ERROR: flex is not installed.

and

ERROR: GNU bison is not installed.

I was able to emerge it after emergeing sys-devel/flex and sys-devel/bison.

I don't know about other versions as they are binary in my Calculate Linux.
