=virtual/libmysqlclient-18 is installed and satisfied via dev-db/mariadb-10.1.31-r1::gento which was built with the following:

Manually forcing a newer MariaDB version pulled in mysql-connector-c which solved the problem. Not sure why a world update was unable to fix this but...
