Ok, no more comments over the last few days, the 'credits' section is ready. @glep, please merge the draft to master. There are no changes since the initial posting, so I think this one could go for Council vote. Furthermore, I think it'd be a good measure for the new Council to vote on it at the first meeting already, as it affects the way Council & Gentoo operate forward. I'm not sure if we need a global dev vote here since Council is effectively empowering developers and not increasing its own power. However, if you think that necessary, I'd like to request Council to announce a global developer vote and decide the rules for that vote.

We can do that, but if is is treated as a regular GLEP then the Council will also have the power to change it or to withdraw it. I would suggest to go for a global dev vote, with the same quorum as defined in the GLEP itself.

Accepted in today's council meeting. There will be no all-devs vote (as decided by the council).
