emerge gnome-themes fails when I don't have XML-Parser. I thinke this bug is similar to Bug #38467.

Reproducible: Always
Steps to Reproduce:
1. Do NOT install dev-perl/XML-Parser.
2. emerge gnome-themes
3.

Actual Results:  
checking for perl... /usr/bin/perl
configure: error: XML::Parser perl module is required for intltool
!!! ERROR: gnome-base/gnome-panel-2.6.3 failed.
!!! Function econf, Line 441, Exitcode 1
!!! econf failed


Expected Results:  
It worked fine after installing dev-perl/XML-Parser.
