Looks like tests want to connect to a dbus service from the system version of gnome-photos, thus fresh install fails. That also would mean some testing (whatever is on the other side of the bus) might be done against the system version, not what's being installed/upgraded to. After initial install without tests, tests pass as it finds the service. If hitting the problem during (soon to be) stabilization, please install without tests and re-run with tests afterwards.
