I don't know where to begin to point out everything wrong with the ebuild (and consequently the patch).

pkg-config should be called through "tc-getPKG_CONFIG" from toolchain-funcs.eclass

Consider cross compilations...

Something like:

inherit toolchain-funcs


export PKG_CONFIG="$(tc-getPKG_CONFIG)"
export NCURSES_LIBS=$(${PKG_CONFIG} --libs ncurses)
