this occurs on all 3 of my machines every time i emerge sync.  it started a couple days ago.

This is happening for me aswell.
With portage-2.0.50-r11 and portage-2.0.51_rc1

Happening to me too....strange thing is, reviewing /usr/sbin/ebuild.sh (with my very limited sh knowledge), "need-gnustep-gui" doesn't appear anywhere in the vicinity of line 7. I don't know why it's appearing. Everything seems to work fine, however.

Sorry, I forgot to mention - here's my portage --version: 
Portage 2.0.50-r11 (default-x86-2004.0, gcc-3.3.4, glibc-2.3.3.20040420-r1, 2.6.8-gentoo)

My system is x86 except for a few package.keyword's unstable files.
