When installing freeswitch, speexdsp is not listed as a dependency. speex when installed with a use flag of +utils installs speexdsp.
This issue should be fixed by now. I already addressed it a few day ago, but forgot to push the change… Sorry for the inconvenience. I decided to depend on speexdsp directly, instead of speex[utils]. This solution should specify the dependency more tightly, because Freeswitch does not seem to require libogg (for speex support), speexenc, or speexdec. Thanks for the report!
