mpv is in package.mask, stating "mpv >= 0.28.0 requires changes currently only available in ffmpeg-9999.". For all I know "requiring another package" (a.k.a. "depending on"), irrespective of the latter's version, is not a genuine reason to be masked by package.mask. If it depends on =ffmpeg-9999, then let it depend. If the user satisfies ffmpeg-9999, then there is no reason to block it (c.f. in package.mask due to security issues).
