thunar-archive-plugin-0.3.1-r3 tries to find file-roller using it's base name, which obviously has been changed, as with file-roller 3.24.1 the archive plugin tries to read "/usr/libexec/thunar-archive-plugin/org.gnome.FileRoller.tap", a file that does not exist.

Creating a symlink from "/usr/libexec/thunar-archive-plugin/org.gnome.FileRoller.tap" to "/usr/libexec/thunar-archive-plugin/file-roller.tap" works around this issue.

I'm thoroughly confused by your explanation. What is wrong exactly and why? And most importantly, what would be the proper fix?

Re-emerge thunar-archive-plugin-0.3.1-r3. This was fixed on February 13th. See bug #644064
