mbedtls USE flag patch

Here's an untested (should work since I just copied what's in 9999) patch to get mbedtls support.

Yeah, it should be removed from 9999 too until https://github.com/transmission/transmission/pull/528 is merged, I think.

mbedtls seems to work fine in transmission-9999. Why do you think otherwise?

Hmm, that would mean by patch is bogus; even if I translated as literally as possible. Why wouldn't it work in 2.93, otherwise?
