sys-block/targetcli is lacking init script that can be used for starting services at boot. There is an init script in targetcli repository, but that's for Debian. As a stopgap, it does work in the current Gentoo OpenRC

treecleaning this in favor of sys-block/targetcli-fb will allow us to also treeclean old dev-python/rtslib in favor of dev-python/rtslib-fb
