sys-block/targetcli is lacking init script that can be used for starting services at boot. There is an init script in targetcli repository, but that's for Debian. As a stopgap, it does work in the current Gentoo OpenRC

     Available versions:  (~)3.0_pre4 **9999 {PYTHON_TARGETS="python2_7"}
     Installed versions:  3.0_pre4(15:11:47 23/01/18)(PYTHON_TARGETS="python2_7")
     Description:         CLI and shell for the Linux SCSI target

treecleaning this in favor of sys-block/targetcli-fb will allow us to also treeclean old dev-python/rtslib in favor of dev-python/rtslib-fb
