emerge --info =app-text/texlive-core-2016-r5

I do not wish to install a complete TeX Live distribution so I installed app-text/texlive-core.

I do not know which package could be suited so I chose this package because of the description: "A complete Tex Live distribution".

I have got the same result as #bug 516004:

Running tex on generated .tex file yields:

kpathsea: running mktexfm tex.fmt
I can't find the format file `tex.fmt'!

+ Running luatex on generated .tex file yields:

+ kpathsea: running mktexfm luatex.fmt
+ I can't find the format file `luatex.fmt`!

These files are provided by the package dev-texlive/texlive-basic. These files should have been present in the package app-text/texlive-core because of the package description.

that's how it's meant, tl-core is not to be used alone

simplest way to get texlive is to tune useflags on app-text/texlive for your needs; anything else is prone to error if you don't know what you're doing

Do you think we should know everything? A description informs the user and should not mislead him.

The problem still arises and it does not cost you anything to correct the description. On the other hand, the misinformed user will have to waste time looking for the cause of the problem.
