webapp-cleaner --help
 * Package name must be in the form CATEGORY/PN
webapp-cleaner -h
 * Package name must be in the form CATEGORY/PN

The culprit is function sanity_checks() that shouldn't for correct formatted package name when ${ACTION} is "help".
