This bug affects all versions of x11-libs/motif, even the latest 2.3.8 not yet in tree. I had x11-libs/motif-2.3.6-r1 emerged, but now it also fails to build with exactly the same error. This error started happening after updating my system recently. Maybe Motif upstream haven't moved to support latest stable glibc/gcc toolchain (using glibc-2.2.5/gcc:6.4.0)?
