media-gfx/digikam should depends on kde-frameworks/breeze-icons (and perhaps on kde-frameworks/breeze-icons-rcc). Without breeze-icons many icons in application are absent. 

Also ebuild should suggest to the user to select breeze (or breeze-dark) theme in settings/configure digikam/miscellaneous/icon theme.
