Ok, not dealing with this in 5.1 branch anymore since kdevplatform is gone in 5.2. So the quick fix is to also RESTRICT=test for kdevelop-php. Done in git commit 8fd2e5e7f9a86eb55e8b8592dd1e1053f22f7c48
