I have compiled xorg 6.7.99.904 successfully but can't compile xorg 6.8.

Portage 2.0.50-r11 (default-x86-2004.0, gcc-3.3.4, glibc-2.3.4.20040808-r0, 2.6.8-gentoo-r3)

If you use USE="doc", have tried USE="-doc" emerge xorg-x11?

odd, because hardcopy docs are disabled with USE="-doc" and judging from your emerge info output, you have USE="-doc"

it's still not a BLOCKER -- which is reserved for bugs which stop your system from installing.  Please don't change the severity.

Now, as for your errors.  When did you emerge sync last?  Did you just download this ebuild separately or so?  Please unset your overlay directories in case they're pulling in a different version of the xfree.eclass.  the use_build function is definted in /usr/portage/eclass/xfree.eclass.
