This can create an invalid state when the PM is requested to create multiple packages with identical identifier. Please remove those moves ASAP and replace them with the correct PMS-compliant mechanisms, such as blockers and/or metapackages.
Also: 3Q-2017:move app-i18n/anthy-ss app-i18n/anthy which moves a package onto an already existing one. I have removed the offending package moves. Leaving the bug open for addition of blockers (if necessary).
