The gconf ebuild does not have the appropriate file for pkg-config. Attached is a version of the file that I use and that seems to work.

seems unlikely.. what does 'qpkg -l gconf-2 | grep pkgconfig' give ? (needs gentoolkit)

Gconf _should_ install the pkgconfig file. This looks more like bug #51699. Benjamin, could you provide a log from the ``emerge gconf'' process?

This looks to be a duplicate problem as mentioned in comment 3.
