I'd like to use this newer version easily. It's quite stable and has some nice fixes. It's been masked for over two years, so perhaps by now it can be unmasked?
I'm afraid this is political decision :( As a maintainer of https://github.com/iputils/iputils I offered over email and after that publicitly on ML original maintainer full-access to github development, TravisCI and Coverity reports, but he didn't responded, just in 2015 randomly released some updated version without most of patches... Well, these days most dists use up-date github version, only Gentoo masked it for some reason I'd like to know.
$ ping ... PING ... 56(84) bytes of data. WARNING: kernel is not very fresh, upgrade is recommended. I have seen this warning for many years, and it had been fixed in 2014 (https://github.com/iputils/iputils/commit/5bb0f0a8b0ed6f111a329c0d6911dfa516ab1d42), so I'd like to use the newer version too, thanks.
The two iputils-2016* ebuilds had some install issues depending on selected USE flags. After updating the live ebuild where I fixed these issues I decided to create a newer snapshot release instead. =net-misc/iputils-20171016_pre should now be available, unmasked.

This is a complete new version (new version, new upstream) with a rewritten ebuild which was added on 2017-10-28. We haven't passed Gentoo's default 30 days waiting period yet. Either keyword on your own for your system(s) if you can't wait any longer or just be patient. We won't start stabilization before end of November.
