rebuilding dev-qt/qtwebkit appears to build normally when ruby is not longer in path; however, it just ignores building qtwebkit and returns as if it was completed successfully.

Reproducible: Always

Steps to Reproduce:
1. remove /usr/bin/ruby symlink
2. emerge -av "=dev-qt/qtwebkit-5.7.1"

Actual Results:  
build returns successfully

Expected Results:  
in reality, this should fail
