xfce-base/xfwm4-4.13.0 is affected by upstream bug https://bugzilla.xfce.org/show_bug.cgi?id=12534, breaking moving and resizing windows when using CTRL+F1. Please patch it or mask/remove the version from ~amd64. Reproducible: Always
The bug was fixed upstream. Could you please integrate that patch? That silly bug breaks daily usage of Xfce for any user not informed about the annoying workaround.
To be honest, I can't figure out which commit is supposed to fix. Nevertheless, I was going to do a fresh snapshot ebuild anyway, so if it's fixed, the fix is gonna be there.
Sorry to say, the current git HEAD has even worse bugs, so it is a no-go. I'll try to bisect it more when I have time.

I've masked the snapshot because it's too broken. I'd be happy to backport a patch for this specific issue if you would find out which one it is.
