app-misc/mosquitto-1.4.11 ebuild

Here is an ebuild for 1.4.11. It has a websockets USE flag as requested in bug #606560. However, this causes a repoman error because there is no arm ebuild for libwebsockets

Btw. what is your opinion on switching to CMake in an upcoming release?
