Steps to reproduce:
1- unmerge app-emulation/wine
2- emerge app-emulation/wine-any-2.5
3- try to emerge app-emulation/winetricks-20170327

output:

  (app-emulation/wine-any-2.5:2.5/2.5::gentoo, installed) pulled in by
    app-emulation/wine-any required by @selected

  (app-emulation/wine-2.0:0/0::gentoo, ebuild scheduled for merge) pulled in by
    app-emulation/wine required by (app-emulation/winetricks-20170327:0/0::gentoo, ebuild scheduled for merge)




I understand the problem. and is because winetricks depends on wine.


Posible solution:
winetricks should depends on virtual/wine instead of app-emulation/wine

I have to unmask it.
