The old sourceforge page shows that the project moved to a different location:

"THIS PROJECT HAS MOVED: For the latest releases and to contribute please go to https://github.com/montdidier/dnrd"

In either case;

1. It appears abandoned.

2. The version in portage (2.20.3) appeared more than 13 years ago, while the latest 2.20.4 comes from less than five years ago.
