This revbump adds Postgresql 9.6 detection, fixes CPU flags, removes USE=okular to avoid dependency conflicts with upcoming KDE Applications 16.12.3 stabilisation and drops no-op USE=attica.

calligra-l10n gets CALLIGRA_FEATURES to (de-)select translations and make it co-installable with krita:5.

No big issues expected.
