TL;DR: Since 4.9 xorg hangs with the following conditions:
- optimus laptop
- nouveau driver / kernel module
- runpm enabled (which is the default state)

Yes, patch applies and fixes the issue.
Without patch system fails to boot, xorg hangs.

could you try to use =sys-kernel/gentoo-sources-4.9.6-r1
and see if is working ?

Built the kernel, boots and works without any issues.
