Hi,

The GEORGIA TECH SOFTWARE LIBRARY sync mirror is horrendously slow to the tune of about 10k per second.  This mirror is always slow, 8 am, 8 pm, 4 am, it really doesn't matter.  Its so slow, syncs can sometimes take HOURS.

I wouldn't be bitching about this on here if there was either a way to black list this mirror, or if it really didnt come up as THE ONLY sync mirror for me.  If I run emerge --sync 100 times, 95 of them will be GA Tech.  Why can the sync process not choose a more appropriate mirror?  On last check there are 8 mirrors in the US and another 4 in Canada.  Hell, a North Korean mirror would be faster.

Steps to Reproduce:
1. Run emerge --sync from the Americas.

Actual Results:  
719.33 bytes/sec


Expected Results:  
IDK, a 1000 bytes a second? 

I ran mirrorselect as part of the debugging process.  That program also has many issues related to timeouts, and if it finally works, it has no effect on the sync process.

I cannot reproduce your issue, and suspect it might be located your side as suggested by https://bugs.gentoo.org/show_bug.cgi?id=585524#c7

The GATech mirror itself is very fast; I get an average of 57Mbit from it (IPv6 shown here, and IPv4 gives similar performance).

If it's still slow on a completely fresh sync as suggested by that comment (to an empty directory, ideally on ramdisk to rule out your local storage), then please comment on bug 585524, including your 'emerge --info' output.
