webmin-1.831.ebuild version bump

webmin-1.831.ebuild version bump.

All I did was comment out a few lines that do Gentoo-specific things, and correct some grammar in the output statements. If those Gentoo-specific lines are critical, I'm sure I would be far from the only one to appreciate it if someone would modify those lines to work with the current version of Webmin. 

I have successfully used this ebuild to upgrade my Webmin installation.

These 'Gentoo-specific' lines are very important for the initial installation and successful configuration of Webmin. They should not be removed and actually they work OK with every version of Webmin released till now...

I will take into consideration the grammar of the output statements next version bump (after 1.870)
