We force the dependency cache to be rebuilt each boot due to the related bug which I have added to the "See Also" section of this bug. I'm not sure of another way around that issue. If you can suggest one, let me know.
I am marking this needinfo based on my previous comment. Again, I am willing to accept patches or ideas to improve this situation if possible.
I haven't found any solution yet, I will have some trying in the next month
