dev-libs/beignet is the OpenCL implementation running on Intel GPUs. Since the ebuild for it is not available in tree, it should be satisfying the virtual/opencl dependency of other packages (even the preferred solution if VIDEO_CARDS = intel || i965).

I agree. Marek, can you please handle this by adding a VIDEO_CARDS=i965 to virtual/opencl?
