short description of the occuring emerge conflict from emerge output

When the package sci-libs/vtk-6.1.0-r1 uses the "nvidia" USE flag and the x11-drivers/nvidia-drivers' USE flag "tools" is activated, then the nvidia-settings are already installed by nvidia-drivers package.
So the nvidia-settings package is normally not installed on such a system.

When doing installations/system world update this dependency is enforced, and causes a conflict for the case that a newer stable nvidia-driver package is present than nvidia-settings. (case example: nvidia-settings requires older nvidia-drivers -> this requires older xorg-server, but newer is necessary for other installed x11 packages)

(Possible) Workaround: Add nvidia-settings package to /etc/portage/profile/package.provided

Is there a possibility in ebuilds to allow either nvidia-drivers with tools use flag or nvidia-settings for the nvidia vtk requirement?
