kde-plasma/plasma-pa-5.8.0 introduced a dependency on gnome-base/gconf (see bug 593962). The new feature (Add a KCM setting to control pulse audio module combine-sinks) is only useable, if pulseuadio is installed with gnome use flag (pulling in gconf). Perhaps you should add a einfo for this. Reproducible: Always
I would probably just enforce it as a dependency, What do you think?
from my point of view this would make sense. perhaps it would also make sense to rename the use flag of pulseaudio from gnome to gconf.

AFAIK USE="gnome" is often used to add optional dependencies on packages from the gnome stack like gconf, gvfs, glib, ... (e.g. chromium, gvim, gimp, ...) If you want to change that you have to clean up the whole portage tree ;)
