Intel DAAL is the "Intel® Data Analytics Acceleration Library"

Gentoo has already the MKL, TBB (albeit outdated), IPP in sci-libs
Unfortunately DAAL is missing.

Given the same licensing, that shouldn't be a problem.

Would you like to try to write an ebuild for it? It may get to portage via the proxy maint team.
