Confirmed in a uclibc-ng chroot myself.  Haven't confirmed in a glibc chroot yet.

readline changed its SONAME.  that means you need to rebuild packages that link against it.  this is how subslots work for all packages.  readline isn't doing anything unique here.

That is true, but portage normally handles this automatically using preserved libs and when upgrading world it normally rebuilds all the packages (marking with 'r' in emerge -v) which are linked against the old SONAME. It does not normally block the deep world update.

it's not a bug in the readline ebuild.  whether your @world included all possible reserve deps, i can't say.  it's not the same set as @installed.  but at first blush, saying "@world should always resolve reverse rebuilds" doesn't sound correct to me.
