Stabilizing before PHP 7 is stable is likely to hide 7 support since the USE flag is in use.stable.mask. Not everyone is aware of how to get around that by: a) putting cat/pkg into package.accept_keywords (therefore forcing ~arch) b) creating /etc/portage/profile/use.stable.mask and putting -php_targets_php7-0
Since v1.1.1 has proper upstream support for php-7.x, I replace v1.1.0-r1 with it. Let's target that instead... if somebody remembers in 30 days and there are no major problems with the new version, just CC the arches.
