If you do any emerge that has a fetch restriction in it anywhere in the list of packages, you should be prompted to get the needed file(s) before starting the emerge process.  There should of course also be a way to override this behavior.  This would help when someone does emerge -Du world (like I just did) and gets half way down a fetch restriction for the Java SDK Docs or other restricted items.  Normally you don't watch the system emerge, you tell it to go and leave for a bit, who knows how long the system will be sitting idle while waiting for you to see the fetch restriction before continuing?  Anyway, just my 2 cents, I'm not a programmer but am doing what I can to try to contribute (even if its just bug testing & suggesting improvments.
