This just started happening today - might be because of a recent emerge -u world with a new baselayout.
When booting the system, _no_ mention whatsoever is given that net.lo is being started. That makes sense, because it isn't - However it _should_ be because it is in the boot runlevel and is supposedly mandatory (for good reason). Samba and MySQL require net.lo, and samba just sits there until I can ssh in from my laptop and start net.lo manually, at which point it does not complain about being already started or give any errors. 
This may be some combination of my system, but I have a laptop with the same versions of baselayout without this problem.

Steps to Reproduce:

Actual Results:  
net.lo isn't started, and samba hangs, until I can ssh into the box from a
remote system and start net.lo manually.

Expected Results:  
Start net.lo by itself and continue on it's merry way.

I don't think so because it's not even starting it at all. If hotplug were starting it with --quiet, then it would still be up and Samba and MySQL would still work.

This problem disappeared after reinstalling Gentoo completley on my desktop but after the first reboot out of my laptop's fresh install it now appears on that. This _must_ be a bug in baselayout or something becasue this is the second machine, on a fresh install, that this happens to. Here's the things that don't, but should, be started at boot:

bootmisc,
keymaps,
acpid,
serial,
consolefont,
net.lo,
hotplug,
rmnologin,
urandom,
and numlock.

Quite a list. The same list on my desktop. Using the latest baselayout in ~x86 portage.

You don't happen to have unresolved config file updates in /etc, do you?

If you have a chance, it would be helpful if you could work on debugging the problem since I haven't seen it.  Otherwise it's going to take a while for me to give you some debugging patches.
